Project Overview

The IDICO – Duc Hoa Service Factory and Logistics Zone covers 28 ha, under the 1/500 detailed plan approved in Decision No. 108/QĐ-BQLKKT dated 28/12/2021. The zone includes factory areas C1, C2 and C3, service areas DV1 and DV2, parking lots and a petrol station. The logistics service area alone covers 9.3 ha, developed in phases:

• Phase 1: Logistics Service Area 1, covering 3.1 ha.
• Phase 2: Factory Area C3.1, covering 1.56 ha.

The terrain is relatively flat, with a filled ground elevation of +2.00 (Hon Dau datum) for flood protection across the whole zone.

Location and Transport Connections

Huu Thanh Industrial Park borders Tan Duc Industrial Park Phase 2 to the north, The Ky Industrial Park and Xang Nho Canal to the south, and the workers’ residential area to the west, about 150 m from Provincial Road 830.

Provincial Road 830 has a planned right-of-way of 40 m. To the north, it connects to Provincial Road 10 and National Highway 22B toward Ho Chi Minh City. To the south, it connects to the Saigon – Trung Luong Expressway, giving easy access to the major ports.

Infrastructure and Utilities

• Electricity: Supplied from the 22 kV national grid, with a dedicated transformer station for the factory zone. Tariffs (excl. VAT): normal hours VND 1,833/kWh, peak hours VND 3,398/kWh, off-peak hours VND 1,190/kWh.
• Water: Supplied by Phu My Vinh Company, with a capacity of about 20,000 m³/day, at VND 12,100/m³ (VAT included).
• Wastewater treatment: Central treatment plant with Phase 1 capacity of 4,000 m³/day, provisional fee VND 11,800/m³ (depending on pollution level). Stormwater and wastewater drainage systems are separate.
• Fire protection: Design approved by the competent authority, with automatic sprinklers (12 m² per sprinkler head), smoke detection, emergency lighting, emergency exits, outdoor fire hydrants and a lightning protection system.
• Waste: Collected at a transfer station, with a contracted sanitation service provider.
• Telecommunications: Telephone, mobile, fax, and domestic and international internet.

Logistics Warehouse S-1

• 3 warehouses (S1-1 to S1-3), each a single-storey steel-frame building of 2,016 m².
• Load-bearing steel columns are coated with R90 fire-resistant paint.
• Windows and ventilation louvres provide airflow and natural light.
• Adjacent to a 169.6 m² loading/unloading area and a spacious front yard, convenient for tractor-trailers to enter and unload.

Factory Area C3.1

• 17 factory units (F3-1 to F3-16 and A-17), each module comprising a workshop and an office.
• Production workshop: 2,106 m² floor area (56 m × 36 m), reinforced concrete foundation and columns, steel roof structure, with basic M&E fully completed.
• Office: approximately 180 m². The ground floor has a reception lobby, work area, staircase and shared restrooms; the second floor has an office area, staircase and shared restrooms.

Rental Rates and Payment (2026)

Payment: Within 7 days of signing the contract, the tenant pays a deposit equal to 3 months’ rent (excl. VAT) and prepays 3 months’ rent (incl. VAT).

Labor Supply

The industrial park is located in a densely populated area close to Ho Chi Minh City, with many vocational schools in the region. Average reference salaries: USD 300–350/person/month for general labor and USD 500–600/person/month for skilled technical labor.

The park accepts a wide range of industries under its approved master plan, including:

• Electrical, electronics, telecommunications, precision engineering, medical instruments
• Assembly of motorbikes, cars and other vehicles
• Wood and furniture, building materials, plastics, rubber, paper, packaging, printing
• Textiles and garments, leather products, food processing, beverages
• Pharmaceuticals, cosmetics and chemicals, veterinary medicine
• Logistics, warehousing, cold storage
• Biotechnology, nanotechnology, new materials, high-tech agriculture

Some industries carry exclusions (for example, no dyeing or chemical washing for textiles, no tanning, and no recycling of plastic waste). Businesses should confirm suitability with IDICO.

Tax Incentives and Procedural Support

According to the project information, corporate income tax is 20%, with a 2-year exemption and a 50% reduction for the following 4 years from the first year of taxable income. Import duty exemptions also apply to eligible goods under regulations. IDICO also provides free support with investment policy approval, investment registration certificates and company establishment, as well as advice on other project implementation procedures.
